Preliminary Notes

On this page, I define "Operation" as a process that does not record data and "Procedure" as a process that does record data
By "Coordinates" I mean coordinate mode plus coordinate values specified in that mode.
I've always found the "Secant Dec" thing to be a little too confusing. It would be better to offer an option which allows the user to trace the same path on the sky with the On & Off segments of the Off On Procedure, since that is the only reason to use secant(dec), I think. But we should check with others on this.
- one common reason is when you are mapping, and you want a uniform area on the sky, not something that is squished up at higher dec (el). So, I (RMP) think you probably want to keep this for the mapping procedures at least.

Just say NO to rates in the NOD procedure. =)
Default for "start time" should always be "ASAP", for all procedures & operations.
The pair of parameters (rest frequency, velocity) should be replaceable by (sky frequency) in any of the operations & procedures
