Corrected a 300ms misalignment of the OBSC_AZ and OBSC_EL columns. The data was associated with
times that were 300ms ahead of the correct value. See

Note: Major number incremented to '2', indicating an update in the FITS writer support
library, not a change in the antenna or FITS format.
